BRIEF HISTORY
The Federal Territory Youth Council was initially under the auspices of the Selangor and Federal Territory Youth Councils. When the National Youth Organisations established their separate branches in the Federal Territory, there arose a desire among the youth leaders in the Federal Territory to establish their own separate parent body so that they could move more freely and energetically to coordinate their programs in the Federal Territory.

With that desire, the youth leaders in the Federal Territory, in collaboration with the Malaysian Youth Council and the Ministry of Youth and Sports, held several discussions that took quite a long time to discuss this matter. Finally, they succeeded in overcoming all the problems and obstacles to establish a parent body. This body, which was named the Federal Territory Youth Council, was successfully established and registered in 1987.

POLICY AND OBJECTIVES
The National Youth Policy is the guiding principle and policy of the Council.

Recognizing that the Council is the parent body and is a consultative/coordinating body for the youth movement in the Federal Territory, the objectives of the Council are as follows: -
1.Promote, expand and advance the youth movement through the activities of reference bodies and parent bodies including research, training, collecting youth data, representing the voices and aspirations of youth and providing sufficient facilities for the interests and progress of youth in the Federal Territory.

2. Planning and coordinating efforts to foster the spirit of unity, national integration and citizenship.

3. Mendapatkan perwakilan belia dan lain-lain badan yang ditubuhkan oleh kerajaan, badan berkanun atau lain-lain institusi sama ada kerajaan atau swasta.

4. Mengemukakan pendapat dan perakuan kepada kerajaan, badan-badan berkanun atau badan-badan yang lain termasuk media massa mengenai perkara-perkara berkaitan dengan kepentingan belia atau masyarakat.

5. Menggalakkan sokongan, penyertaan atau penglibatan semua kaum dan pihak termasuk institusi-institusi kerajaan, swasta, professional dan lain-lain bagi menfaat perkembangan pergerakan belia di Wilayah Persekutuan.

6. Obtain and administer money and property to achieve the objectives of the Council from government agencies, foundations, individuals and other sources.
