CONSTITUTION OF NATIONAL YOUTH CONSULTATIVE COUNCIL

BRIEF HISTORY
The future progress of the nation to a great extent depends on the ideals and aspirations of the youth and on their pioneering spirit, dynamism, adaptability and determination. The Government realises that youth clubs and youth organisations have an important role to play in instilling these desirable social values and positive character traits, and would like therefore to see the growth of strong, dynamic and responsible youth organisations.

The Government is also awere of the aspiration of youth to contribute to the progress and develpoment of the nation and the need for a machinery to involve the youths in formulation of youth programmes. Towards this end, the Government established a National Youth Consultative Council in May 1970.

OBJECTIVES
1. To promote and strengthen the principle of community service and democracy in youth movements.

2. To forward view and recommendations to governments, statutory and other organizations which deal with matter concerning youth movements

3. To foster relations with other youth council and association and national and international levels.

4. To promote respect among countries and understanding among difference races, as well as cooperation and well-being through youth activities.

5. To instill and strengthen in the spiritual and physical formation of youth including in the fields of economy and education among bodies which are involved in such matters.

6. To work closely with organizations which are responsible for youth affair, in the interest of youth movements.

7. To strive together with governments agencies for the formulation to Malaysian Youth Policy.

THE FUNCTIONS OF THE COUNCIL
1. To deliberate on the problem of youth and act adviser to the Minister on the formulation and review of youth programmes.

2. To act as a consultative and advisory body forall national youth organisations in Malaysia.

3. To co-ordinate programmes and activities of youth organisations in Malaysia.

4. To channel youth enthusiasm and energy for national development.

5. To work towards instilling loyalty to the nation and creating a sense of national identity among youths.

MEMBERS OF THE COUNCIL
1. All members of the Supreme Council of Malaysia (MBM) who currently represent their affiliated youth organisation.

2. The Executive Committee of Malaysian Youth Council (MBM)

3. 10 other persons invited by the Minister of Youth and Sports to serve on the Council in view of their ability to contribute to the effective functioning of the Council.

The Chairman of the council is the Minister of Youth and Sports with the Deputy Minister and the Parliamentary Secretary as alternate chairman. The council need every 6 months.
