The membership of the council is open to all national youth organisations and state youth council which have similar aim and objectives as those of MBM.

CRITERIA FOR MEMBERSHIP
A youth organisation is eligible to be an affiliate member of MBM if it has a minimum of 2,000 individual members. Its must also have a minimum of six branches from among the 14 state in Malaysia.

The following conditions must also be met :-
i. Be democratic and open to Malaysian citizens.
ii. Be a voluntary and self-governing body.
iii. Have a majority of its member in the 15 - 40-year age group.
iv. Have as its aims objectives development of balanced youth in the areas pertaining to economic, social, physical, spiritual, moral and polotical. It must also provide training for its youth members to be matured and responsible citizens of the country with the zeal and wilingness to serve the nation.
v. Be able to carry out its activities independently and provide opportunities for full participants by its members.
vi. Be a registered body with the registrar of societies.
