Tan Sri Haji Abdul Rahim was appointed Sixth Melaka Chief Minister after the General Election on 26 April 1982. He further held this until October 13, 1994. Tan Sri Haji Abdul Rahim strives to improve all the existing weaknesses to successfully put Melaka on a policy that Strong to continue to develop. On his excellence administering the state, Melaka has turned into a rapidly developing state. His arranged and well-established planning enhanced the city of Melaka until it was upgraded to the 'City of History' on 15 April 1995. Through Industrial-based Economic Development Policy, Tan Sri Haji Abdul Rahim has spurred industrial development by developing Ayer Keroh, Batu Berendam, Bukit Rambai, Tanjong Kling, Alor Gajah, Merlimau, Cheng and stone stairs as an industrial zone with complete infrastructure facilities. Above his excellence in the development of the Malacca state, he has gained the next belief in winning the Head of Umno Youth Chief of Malaysia on July 12, 1993. He made the motto 'wisdom leading youth' as the principle and core of his struggle.
