GOVERNORS OF MALACCA

TUN LEONG YEW KOH (1957 – 1959)
Tun Leong Yew Koh was appointed as Melaka's First Governor on 31 August 1957, when the country achieved its independence. Born in 1888 at Salak Utara, Perak, his father was educated in China and migrated to the Malay States at the age of 13 and became the first person to open Salak Utara.He studied Law, Politics, Economy and Sociology at the London University. Upon graduation, he visited Yunan and China before he became a lawyer in Ipoh.

He returned to China in 1932 and became an administrator and was appointed as the District Officer of Foo Hai, a Yunan Province in China. He also became a Bank Manager at the Foo-Tien District. It became the turning point of his life, as he succeeded in developing the agricultural sector, the cottage industry as well as other relevant enterprises that had made Foo-Hai district as a model province in Yunan. He resigned as the administrator in Foo-Hai to join the Chinese army in Burma as a Major General.

In the military expedition, he suggested to General Hutton, the then Chief Commander of Chinese Allied Army the usage of a small unit of Chinese army to go to Siam to prevent the Japanese army from controlling the communications in Malay States.

His intention was to save the Malay States from Japanese occupation. Although General Hutton agreed, implementation of the suggestion was delayed due to the under-strength army at that time. Due to the success of the Allied Forces, Tun Leong Yew Koh was given the opportunity to visit the United States and upon his return from the country, he continued his legal practice in Ipoh.

In the local political scenario, Tun Leong Yew Koh was appointed by the Governor of Malayan Union to become a Consultative Committee Member, to discuss the creation of Federated Malay States' Constitution. In 1945, he became a member of Federated Council and a member of the War's Council and a member of Perak State's War Executive Committee.

Tun Leong Yew Koh was also a founder and General Secretary of MCA (Malaysian Chinese Association), a member party of the UMNO-MCA-MIC alliance. He was also known for his active involvement in charity works, participated in organizations for the less fortunate. He fought for individual rights and welfare and became a champion for the poor.

During the Emergency, he rallied to the public to uphold the peace and stability in the county. As a result, he was attacked twice with hand grenades that caused serious injuries. He also lost all his farms, livestock and properties.Tun Leong Yew Koh was also the State Assemblyman for Ipoh and a Member of Parliament for Menglembu. During his tenure as the Minister of Health, he launched the coverage of medical services scheme to cover the whole country. He retired from active politics when he was appointed as Melaka's first Governor. He was also a member of the Rulers' Conference under the Federal Constitution.

TUN HAJI ABDUL MALEK BIN YUSUF (1959 – 1971)
Tun Haji Abdul Malek bin Yusuf, Dato' Maha Kurnia was the Second Governor of Melaka, a successor of Tun Leong Yew Koh. He was sworn to office as the Governor on 31 August 1959 and served the state for 12 years.

Born in 1899 at Chengkau, Negeri Sembilan, Tun Haji Abdul Malek received his primary education at Sekolah Melayu Chengkau, Negeri Sembilan and later at Malay College of Kuala Kangsar.

He joined the Malay Administration Officers Service (MAS) in 1917 as a Malay Officer at Kuala Pilah. In 1922, he was assigned to Jelebu Land Office for a month and later at Seremban Land Office.

In 1930, he received his promotion in Administration and Diplomatic Officers Services (MCS) and was given the opportunity to visit England in 1938.

He became a Land Assessment Collection Officer in Kuala Lumpur during World War Two. During the Japanese Occupation, he returned to Rembau and became Tampin District Officer in Seremban.

Tun Haji Abdul Malek was appointed as the District Judge in Selangor and Tanjung Malim and later became the Menteri Besar (Chief Minister) of Negeri Sembilan from 1948 and 1953.

In civil service, Tun Haji Abdul Malek became the first member of Public Service Appointment and Promotional Board) in 1954 and later served in the Public Service Commission.

He was once a Speaker of Dewan Rakyat and Dewan Parlimen to replace Y.M. Raja Tun Uda until the general election in August 1958. He was the third Malay appointed as the Dewan Parlimen Speaker.

He married Toh Puan Fatimah bte Ismail in 1964, several years after the death of his first wife, Datin Hajjah Khatijah bte Haji Ahmad.

Toh Puan Fatimah received her early education at Sekolah Melayu Langat and Sekolah Melayu Kajang. Toh Puan Fatimah became a full time housewife and loves to cook Tun's favourite food. She enjoys doing tailoring activity in her free time.

Toh Puan Fatimah occasionally accompanied her husband to government's official functions as well as official events organized by voluntary bodies and the private sector at state level.

She was also active in Women's organizations at Melaka State level. She also became a patron to Charity and Voluntary organizations in Melaka.

TUN HAJI ABDUL AZIZ BIN HAJI ABDUL MAJID (1971- 1975)
Tun Haji Abdul Aziz bin Haji Abdul Majid became the Third Governor of Malacca in 1971. Born on 10th March 1908 in Kajang, Selangor, he received his secondary education at Kajang High School in 1919. His diligence and hardworking qualities were evident since his younger days.

He became a Trainee Teacher in 1926 and had attended a second course at Devonshire, Oxford. He hold numerous positions throughout his career in Malay Public Service.

During the formation of Malayan Union, Tun Haji Abdul Aziz was appointed as the Assistant Secretary to the Office of the Selangor Resident Commission and Chief Assistant Secretary to the Defence Unit of the Federal Government and Selangor State Secretary.

Tun Haji Abdul Aziz was then appointed as the Chief Minister of Negeri Sembilan in 1952 and as the Chief Minister of Selangor from 1954 until July 1957. When country achieved its Independence, he was appointed as the Chief of Public Service and also the Permanent Secretary to the Prime Minister.

In 1956, Tun Haji Abdul Aziz participated in the the Rulers Conference delegation party - an independence mission in London to discuss the creation of Malay States Constitutions. His second trip to United Kingdom was to finalise the Malay States' Defence Agreement.

In 1963, Tun Haji Abdul Abdul Aziz once again participated in the Malaysia's Mission to negotiate the creation of a Federated Malaysia and head the Federal Negotiation Group, Government's Internal Committee.

Tun Haji Abdul Aziz was bestowed with the award - Pingat Panglima Mangku Negara from the Yang di-Pertuan Agong on 31 August,1958. He received an Honourary Doctorate Degree in Law from University of Malaya.

He retired from civil service in 1964 and was appointed the Chairman of Public Service Commission. Tun Haji Abdul Aziz married Yang Mulia Raja Teh Zaitun bte Raja Kamarulzaman in 1956 and was blessed with four children - Mustapha Kamal, Kamarulzaman, Mansor and Amir Hamzah. His wife, Raja Teh Zaitun was born in Taiping, Perak. Her father was Raja Di Hilir Perak.

TUN SYED ZAHIRUDDIN BIN SYED HASSAN (1975 – 1984)
Tun Syed Zahiruddin bin Syed Hassan was appointed the Fourth Tuan Yang Terutama Yang di-Pertua of Melaka on May 19, 1975. He served for two terms or eight years.

Born in Kerian, Perak on October 11, 1918, he was the eldest from a family of six. He received his primary education from Sekolah Melayu Tapah from 1924-1925, Sekolah Melayu Pondok Tanjung from 1925-1929 before continuing his studies at Clifford School, Kuala Kangsar where completed his Senior Cambridge in 1935. During his school days, he was active in sports such as football, hockey, tennis and cricket.

Due to his excellence and intelligence, he was chosen to continue his studies at Raffles College 1, Singapore from 1938 until 1941. He began his career with the Real Estate Office in Taiping and became an Assistant District Officer in Grik, Tapah and Tanjung Malim.

On January 1, 1946, he worked in Cameron Highlands, before he was transfered to Lumut District Office and Parit Buntar from April 1948. From January 1, 1952, he worked as Assistant District Officer in Lenggong and was promoted to a District Officer in Slim River on January 1, 1953. He served in Batu Gajah in 1954.

In January 1955, he was selected to attend a Public Administration course for six month in Canberra, Sydney, Melbourne, and Brisbane, Australia. Upon his return from Australia, he worked in Perak's State Secretary Office as Assistant Secretary, and then as Government's Assistant Secretary of the Land Division and as District Officer in Tapah from August 1957.

He was selected to attend a Public Adminstration course at the University of Pittsburg in the United States for three months in 1958 and was appointed Deputy Secretary of Civil Service Commission in 1960. He was promoted to Chief Assistant Secretary in the same department.

He became a Commissioner of Land and Mineral in Perak, and as Perak State Secretary from 1961 to December 1962. From January 1963, he was appointed as Permanent Secretary (now Chief Secretary of Ministry) at the Ministry Of Agriculture until 1966, before his transfer to the Ministry of Education until 1971. He was appointed as Director General of Public Service until his retirement in July 1972.

He became Chairman of Railway Services Commission and in November 1973 he was appointed the Deputy Governor of Penang for 2 months when the Governor, Tun Syed Sheikh Barakbah was away to perform Haj in Mecca. Later, he worked in Wisma Putra as a High Commissioner. On April 1, 1974, he was appointed Malaysia's High Commissioner in Britain.

Tun Syed Zahiruddin married Toh Puan Hajjah Halimah bte Hj. Md. Noh in October 1949. Toh Puan Hajjah Halimah, a fulltime housewife and a keen golfer.

He also holds the position of Orang Besar Empat to Duli Yang Maha Mulia Sultan Azlan Shah, the Sultan of Perak since 1984, as well as Pro Chansellor of University of Malaya.

TOH PUAN DATIN SERI UTAMA MARFUZAH BTE SHEIKH MOHD. OSMAN
Yang Amat Berbahagia Toh Puan Datin Seri Utama Marfuzah bte Sheikh Mohd. Osman was born in Burma Road, Pulau Pinang in 1943. She was the fifth child from a family of seven. She received her primary education at the Convent English School, Light Street, Pulau Pinang from 1948 until 1954. Later, she pursued her studies to Methodist English School, Anson Road, Pulau Pinang from 1955 until 1959. She was very fluent in English Language and was also an active sportswoman.

She was a keen rounders player and represented the school in the event. She was an active student and was once appointed as Class Monitor. After completing her form five studies, she wanted to become a teacher by joining a teachers training course at a Trainee Teachers College. She had to abandon the idea as she was then engaged to Tun Syed Ahmad and was eventually married in 1960. They couple were blessed with four children i.e.Sharifah Nor Aida, Sharifah Nor Azaliah, Syed Mohd. Nasir and Sharifah Nor Izel. As a wife and mother, she undertook the responsibility to educate and raise her childrenn with discipline and care.

She personally prepared the children for school, Al-Quran reciting class and daily routine. Her personal qualities that include soft spoken, well-mannered, friendly and caring has won her great admirations.

She enjoys tailoring, embroidery and knitting and even made these activities her daily routine. She was also involved in community work, especially in elevating the achievement of mothers and women.
