OATH OF OFFICE FOR STATE HEADS OF OFFICE
“I……………………………….having been appointed as the Yang Di-Pertua Negeri of the State of Melaka do hereby solemnly swear to discharge my duties as such honestly to the best of my ability, that I will bear true allegiance to the State of Melaka and the Federation of Malaysia, and that I will preserve, protect and defend the Constitution of the Federation of Malaysia and the Constitution of the State of Melaka”.
DUTIES OF THE PRESIDENT
Malaysia is a Federal State, the government is carried out by the Federal Government and several State Governments. The State Governments have their own administrative structures and machinery. Although the state government structures and machinery in Peninsular Malaysia seem to be the same, there are slight differences in the state government structures and machinery in Sabah and Sarawak.
Each state has a third level of government, namely the Local Government. Local Governments outside the Federal Territory are under the authority of the State Government. An efficient and effective state administrative machinery is essential to creating a developed and strong country. Efficient State administration depends on administration at the ‘district’ and ‘local’ levels. An important institution in the state administrative machinery. The nine Malay states, namely Johor, Kedah, Kelantan, Negeri Sembilan, Pahang, Perak, Perlis, Selangor and Terengganu have a king who inherits the throne determined by customs that vary according to the state. In all states, the king is known as the ‘Raja’ and in Negeri Sembilan as the ‘Yang Dipertuan Besar’. Melaka, Pulau Pinang, Sabah and Sarawak have a ‘Yang Di-Pertua Negeri’ who is appointed by the Yang Di Pertuan Agong. The Yang Di-Pertua Negeri acts on the advice of the State Executive Council or one of its members (usually the Chief Minister) acting under the general authority of the council, or by other methods as provided for by the Federal Constitution or the State Constitution. A T.Y.T may act at his/her discretion in carrying out tasks, including:
a. Appoint the Chief Minister
b. Disagree with the request to dissolve the State Assembly;
c. Request that a meeting of the Conference of Rulers be held regarding the privileges of the position, dignity and greatness of Their Royal Highnesses or regarding Islamic religious affairs;
d. Appoint recipients of medals, titles, dignity and greatness and determine the duties related to them; In general, the Institution of the Yang Di-Pertua Negeri plays an important role in the development and administration process based on its fact that it is at the highest position in the structure of the State Government machinery. This institution is part of the state legislative and administrative body that has emerged as a result of the historical development of our country.
