Datuk Seri Haji Mohd Zin he was mandated by the Prime Minister to replace Tan Sri Haji Abdul Rahim Tamby Chik as the Seventh Melaka Chief Minister on 14 October 1994. He is a leader who is concerned with the quality of work and is constantly following the development of projects implemented to achieve goals development as planned. Datuk Seri Haji Mohd Zin created various programs to develop Melaka. He emphasized three key aspects of Melaka's development through agricultural, industrial and tourism sectors. The agricultural sector is commercialized to provide benefits and profits to farmers such as fruit processing to be used as sale of juices, pickles and lemon juices. He is an administrator who cares on the administration of the Malacca state to be efficient in carrying out state development efforts. To create a developed society that is in line with his vision to liberate the poverty problem of the people, he plans the Poor People's Development Program (PPRT) to ensure that all people are not marginalized.
