Diorama ini menunjukkan sistem peraturan di Balairong Seri. Baginda Sultan bersemayam di singgahsana. Pembesar empat lipatan ditempatkan berhampiran dengan raja. Bendahara dan Raja Muda di sebelah kiri raja. Para pembesar lain ditempatkan di sisi Bendahara. Pembesar-pembesar yang bertanggungjawab ke atas keselamatan negara duduk disebelah kanan raja. Bentara Kanan dan Kiri yang berdiri diatas ketetapan memegang alat-alat kebesaran diraja mempunyai kuasa untuk membunuh sesiapa sahaja yang menghampiri baginda tanpa keizinannya. Para hadirin tidak dibenarkan membawa senjata melainkan dianugerah oleh Sultan.
Utusan daripada luar negara akan disambut dengan adat istiadat khas bergantung kepada taraf Raja atau Negeri yang diwakilinya. Mereka dibawa ke Balairong Seri menyembah raja secara berasingan. Gelaran penghormatan bergantung kepada taraf rajanya. Seseorang yang didapati bersalah menurut Hukum Kanun dan akan dijatuhi hukaman gantung wajib dipersembahkan dahulu kepada raja. Baginda akan memutuskan samada hukumannya akan diteruskan ataupun dibuang negeri seumur hidup.
Balairong Seri juga adalah dewan penganugerahan darjah kebesaran kepada sesiapa yang berjasa, seta ataupun melakukan keperwiraan terhadap negeri. Santapan diraja turut diadakan di sini. Berdasarkan kepada hakikat ini Balairong Seri di Zaman Kesultanan Melaka merupakan dewan serbaguna bagi kegiatan kerajaan yang melambangkan kegemilangan sistem pentadbiran yang kemudiannya diperaktikkan oleh beberapa negeri di Malaysia kini.
This diorama shows the sitting arrangement of the King Audience Hall. The King sits atop the royal dais. The 4 chief advisers were always seated close to the King. The Prime Minister and the prince were seated at foot of the dais to the left of the King and the administrative machinery sat along with the Prime Minister. The chiefs responsible for the security were seated to the right of the King. Two officials standing on both sides of the ruler. Bentara Kanan and Bentara Kiri, carrying the ruler’s insignias, had the power to kill anyone who approaches the King without permission. The audience was not allowed to carry weapons unless granted by the King.
Delegates from oversea were normally accorded special ceremony depending on the status of the King and country they represented. Delegates were brought in separately one by one based on the country he represented. Anyone found guilty of offence under the laws of Malacca punishable by death had to be referred to the King. He may either confirm the sentence or may banish him for life.
